Air Flamenco (F4, San Juan Fernando Luis Ribas Dominicci) is planning to open a base in Orlando Kissimmee in early 2016 from where it will offer a combination of charter flights to and from the Caribbean, as well as cargo and commuter services throughout Florida.

According to the GrowthSpotter website, the Puerto Rican carrier's founder Rubén Torres now lives in Kissimmee and has a deal to co-locate to the airport in partnership with local Fixed Base Operator (FBO), Quantem.

Torres told the site that he would have undertaken the move in September but was thwarted by a shortage of qualified pilots.

A Part 135 operator, Air Flamenco's fleet includes ten Britten-Norman BN-2s used on scheduled flights between Ceiba, Culebra, San Juan Luis Muñoz Marin, and Vieques and charter flights throughout the Caribbean - including the US and British Virgin Islands.
