The US Department of the Treasury has announced the addition of Ukrainian ACMI/charter operators Dart Airlines (Kyiv Igor Sikorsky) and Khors Aircompany (Kyiv Boryspil) to its Specially Designated Nationals list for their respective dealings with Iran.
In its latest SDN update, the bureau responsible for administering and enforcing US economic and trade sanctions, the Office of Foreign Assets Control (OFAC), said the two were also subject to secondary sanctions. Typically, the measures are imposed on foreign, non-US entities accused of dealings with sanctioned Iranian nationals, the Islamic Revolutionary Guard Corps (IRGC) and its designated agents or affiliates; and any other person on the SDN List designated under Executive Order 13224 or Executive Order 13382.
Secondary sanctions prohibit US nationals from doing business with the blacklisted foreign institutions or require US banks to limit or restrict that foreign financial institution’s correspondent accounts in the United States.
In January of last year, OFAC relaxed sanctions against several Iranian carriers including Aban Air, IranAir, Iran Airtour Airlines, Iran Air Cargo, and Ukrainian operator Bukovyna Airlines. However, sanctions were maintained for any and all commercial transactions related to Meraj Air, Caspian Airlines, Yas Air, Pouya Air Lines, Mahan Air, and Ukraine's UM Air (for its dealings with Mahan Air).
In terms of current operations, the ch-aviation aircraft database shows Dart Airlines' fleet consists of one A319-100, three A320-200s (one in service for FlyEgypt and another in service for Tunisair), two A321-200s (one in service for Windrose Airlines), and two B737-300s (one of which is wet-leased from Khors itself). Khors Aircompany's fleet entails one A320-200 (leased to Zagros Airlines (Iran)), two A321-200s (leased to Kish Air), two B737-300s (leased to each of Dart and ATA Airlines (Iran)), and four B737-500s (one stored with the rest leased to each of IranAir, ATA Airlines, and Caspian Airlines).
